The Smart City Value Chain and SCPA Program Ecosystem illustrates how smart cities need be developed as an integrated system rather than isolated technology projects. The value chain spans from downstream Smart Digital Infrastructure and IoT-enabled solutions to data integration, analytics, and AI, ultimately enabling the full operationalisation of upstream Integrated Operations Centres (IOC) for City Management and program delivery. However, many cities face challenges in scaling smart city initiatives due to gaps across these inter-connected layers.
SCPA plays a strategic cross-cutting role in addressing these delivery gaps by connecting infrastructure, technology solutions, data management, and city operations within a structured Smart Cities as a Program approach.
